Why hotel rooms often use tiny trash bins even on longer stays

Why do hotel rooms so often have a wastebasket barely large enough for two coffee cups? After a few days there's a pile of packaging and tissues next to it, and I feel oddly guilty about asking housekeeping for another bag. Is it mainly about saving floor space, encouraging daily cleaning, or something else? It's one of those tiny design decisions I never notice until a longer stay.
