I have leftover shelving boards and four small casters from another project. I'd like to turn them into a narrow rolling cart for cleaning supplies, preferably with two shelves and a handle. The main concern is wobble; it will be taller than it is wide. Would a plywood back panel or diagonal brace make the biggest difference? I want something functional from scraps, not a piece of furniture that falls over when pushed across a tile joint.

I’d go the other way and use a diagonal brace if you want something quick and lighter. A full back panel is great, but it can be overkill for a cart that mostly lives against a wall.
If it’s going over tile joints, though, the casters and shelf joints matter almost as much as the back. A strong back won’t help if the base...
I’d also make it a little wider at the bottom if you can. Not glamorous, but it beats watching your cleaning supplies slowly audition for a spill.
