Choosing between many quick applications and fewer tailored ones

I've been tracking applications for a month. On days I send eight quick applications, I feel productive but rarely hear back. When I spend most of an evening rewriting a resume for two positions, I can't tell whether the extra effort helps or just slows me down. The roles are operations and project coordination, not wildly different fields. For people who tracked their searches, did tailoring the top few bullets make a measurable difference, or was finding better-matched openings the bigger factor?
